Surgeons-General will be selected from the Deputy Surgeons-General who have completed in that rank three years' full pay service, and who have not at any time declined foreign service, except for reasons which the Admiralty regard as good and sufficient.

Promotion will be confined to officers who have proved themselves to be fitted both professionally and administratively for the higher rank.[1]
