The American Act of May 22, 1917 allowed, through its Chapter 20 for a temporary increase in the commissioned and warrant and enlisted strength of the Navy from 87,000 to 150,000 and the Marine Corps from 17,400 to 30,000.

Effect

The editions of the Register of the Commissioned and Warrant Officers that followed show a great many Boatswains, Coxswains and Gunners, etc temporarily granted the rank of Lieutenant, citing the Act.
