The Cruiser Squadron was formed on 30 October, 1899 using the crews from the Training Squadron as they paid off their masted ships for modern armoured cruisers.

Commodore, Second Class Edmund S. Poë remained in command through this transition. In December 1904, it was renamed the First Cruiser Squadron.
