Life & Career

Flood was born in Japan and was appointed to the Naval Academy from California, graduating with the Class of 1916 and being commissioned Ensign on 3 June, 1916.[1]

During World War I he served on auxiliary cruiser Buffalo and was promoted to the rank of Lieutenant (Junior Grade) on 5 December, 1918. He had been promoted to the temporary rank of Lieutenant on 1 January, 1918.[2][3][4]

Following the war he began service in Submarines, serving on L-8 in 1920 into 1921. On 1 July, 1921, he was promoted to the permanent rank of Lieutenant.[5] By January, 1922 he had been appointed to command submarine H-2 and later that year he assumed command of submarine R-1.[6][7][8]

Flood was promoted to the rank of Lieutenant Commander on 2 June, 1927. He was appointed to command river gunboat Monocacy in 1930 and commanded destroyer Edsall in 1932.[9][10]

His career was then derailed by poor health, and he was placed on the Retired List due to incapacity incident to the service on 1 November, 1936.[11]

However, he was recalled to active duty during World War II, serving primarily in the Twelfth Naval District.[12]

Flood was promoted to the temporary rank of Commander on the Retired List on 25 February, 1942. He was further promoted to the temporary rank of Captain on the Retired List on 9 June, 1943.[13][14] He was listed as a retired Captain when he returned to inactive duty after the war.[15]
