The Royal Navy retained a number of civilian colliers under charter to help it meet its coaling needs.
These vessels were bound under the form of Charter Party found in Appendix IV of the Regulations for H.M. Transport Service. Vessels engaged in this work were referred to by their civil names, at least informally, but they were also issued a numeric name as a Collier Transport.
In June of 1913, the terms of engagement required the ships to be able to fully man all winches on board so they could work speedily.[1]
