Although commonly used in popular language to mean a particular configuration of ships presently sailing in company with each other, "Formation" actually means an administrative collection of ships which customarily operate together. Of course, when actually at sea, they might be in a formation in the other sense of the word, but they are a formation even when in port and even when not all in the same place.

The ships comprising a given formation naturally changed over time.
