Lieutenant Cecil Edward Willoughby, R.N. (2 February, 1851 – 28 January, 1930) served in the Royal Navy.
Life & Career
Willoughby was promoted to the rank of Lieutenant on 8 October, 1874.
He retired at his own request on 24 December 1879.
Removed from the Navy List for failing to report himself in October of 1908.
