Commander Vincent Morse Cooper (8 June, 1884 – ) was an officer in the Royal Navy.
Life & Career
Cooper was promoted to the rank of Lieutenant on 1 April, 1906.[1]
Cooper was appointed in command of the submarine C 21 in February, 1914.[2]
