The Second Sea Lord was the naval member of the Board of Admiralty responsible for the manpower of the Royal Navy. He was in charge of manning the ships, and training and educating the men. He was responsible for the Reserves and before the creation of the Naval War Staff he was the officer in charge of mobilisation.
